Plant Overview
Xieho Power Plant is located by the harbor in Zhongshan District, Keelung City. It is one of the few remaining plants in northern Taiwan still primarily fired by heavy fuel oil, and is undergoing conversion to natural gas along with a new LNG receiving terminal as part of decarbonization policy.
The plan to convert Xiehe from oil to gas involves building new gas-fired units plus a fourth LNG receiving terminal in northern Taiwan. Since the terminal takes years to build, Taipower is bridging supply from 2025 with a floating storage and regasification unit (FSRU) for about seven years, while the new gas units target commercial operation in 2027-2028; the terminal's environmental review remains contested in ongoing litigation.
