Plant Overview
Hoping Power Plant is located in Heping Village, Xiulin Township, Hualien County. It is one of Taiwan's few large independent power producer (IPP) coal-fired plants, with its own dedicated Hoping Harbor for coal imports, and is a key power source for the eastern grid.
Heping Power Plant was built and is operated by Heping Power Company, a joint venture between Taiwan Cement and Hong Kong's CLP Holdings; construction began in 1999 and commercial operation started in 2002, with two 660MW coal units sharing the dedicated Heping Industrial Port with Taiwan Cement's adjacent plant to import coal. Under a 25-year power purchase agreement with Taipower, Heping has become Taiwan's last remaining coal-fired independent power producer as other IPPs shift to gas.
