和平

Hoping Power Plant is located in Heping Village, Xiulin Township, Hualien County. It is one of Taiwan's few large independent power producer (IPP) coal-fired plants, with its own dedicated Hoping Harbor for coal imports, and is a key power source for the eastern grid.

Heping Power Plant was built and is operated by Heping Power Company, a joint venture between Taiwan Cement and Hong Kong's CLP Holdings; construction began in 1999 and commercial operation started in 2002, with two 660MW coal units sharing the dedicated Heping Industrial Port with Taiwan Cement's adjacent plant to import coal. Under a 25-year power purchase agreement with Taipower, Heping has become Taiwan's last remaining coal-fired independent power producer as other IPPs shift to gas.

和平 (IPP Coal) currently reports a net generation of 388.6 MW across 2 unit(s), against an installed capacity of 1,308.6 MW (29.7% utilization).

Coal-fired IPPs operate the same type of large thermal steam units as Taipower's own coal plants: slow to start and ramp, well suited to baseload operation, with stable fuel supply but relatively high carbon and air-pollutant emissions.

Coal-fired IPPs such as Mailiao and Hoping came online in the late 1990s and are landmark examples of Taiwan's early liberalization of the power market to private investment, having long supported baseload supply alongside Taipower's own coal fleet.
