國光

Guoguang is a gas-fired unit run by an independent power producer (IPP) that sells wholesale electricity to Taipower's grid, part of the private capital participating in Taiwan's liberalized generation sector.

Kuokuang Power Plant was approved under the Ministry of Economic Affairs' third wave of private power-plant liberalization in 2000, built by Kuokuang Power Corporation with Taiwan CPC and Taiwan Cogeneration as shareholders. Located in Guishan District, Taoyuan, next to CPC's Taoyuan refinery, its three gas turbines began test runs in June 2003 and entered commercial operation that November; an expansion to 1,200MW has since been proposed.

Independent Power Producers (IPPs) sell electricity to Taipower under long-term power purchase agreements. Their gas units share the same combined-cycle technology as Taipower's own gas plants and offer similarly high dispatch flexibility.

Taiwan opened power generation to private investment in the 1990s, and independent power producers have since supplemented Taipower's own generation fleet. Gas-fired IPPs form one of the larger groups within this sector, together with Taipower's own gas plants making up the bulk of the island's gas-fired generation.
