Xintao, whose name suggests a possible association with the Taoyuan area, is a gas-fired unit operated by an independent power producer (IPP) that sells wholesale power to Taipower's grid.

Xintao Power Plant sits on the Guanxi-Longtan border in Hsinchu County; construction began in 1999 and the plant entered commercial operation in 2002 with a combined-cycle configuration of three gas turbines and one steam turbine. It was Taiwan's first private thermal plant to use an air-cooled condensing system rather than one requiring large water withdrawals, and its output is fed by underground cable directly into Taipower's adjacent Longtan substation. Japan's Marubeni Corporation now holds the majority stake.

新桃 (IPP Gas) currently reports a net generation of 456 MW across 1 unit(s), against an installed capacity of 630 MW (72.4% utilization).

Independent Power Producers (IPPs) sell electricity to Taipower under long-term power purchase agreements. Their gas units share the same combined-cycle technology as Taipower's own gas plants and offer similarly high dispatch flexibility.

Taiwan opened power generation to private investment in the 1990s, and independent power producers have since supplemented Taipower's own generation fleet. Gas-fired IPPs form one of the larger groups within this sector, together with Taipower's own gas plants making up the bulk of the island's gas-fired generation.
