Plant Overview
Xingyuan is a gas-fired unit operated by an independent power producer (IPP) that sells wholesale electricity to Taipower's grid.
Xingyuan Power Plant sits in the Changhua Coastal Industrial Park in Xianxi Township, Changhua County. It was set up by Taiwan Cogeneration Corporation in response to electricity liberalization policy, completed in March 2009 and grid-connected that June. The plant runs a 2-on-1 combined-cycle configuration of two gas turbines paired with one steam turbine under a 25-year power purchase agreement with Taipower, operating as a mid-merit unit that starts and stops daily according to load.
