Xingzhang, whose name suggests a possible link to the Changhua area, is a gas-fired unit operated by an independent power producer (IPP) selling wholesale power to Taipower's grid.

Xingzhang, formally the Zhangbin plant, was built by Star Energy — a joint venture of Taiwan Sugar, Taiwan Cogeneration and China Development Industrial Bank — breaking ground in late 2001 and entering commercial operation in March 2004. Its combined-cycle system pairs two Mitsubishi Heavy Industries gas turbines with one Toshiba steam turbine, selling power to Taipower under a 25-year contract.
