海湖

Hai Hu is a gas-fired unit operated by an independent power producer (IPP) that sells wholesale electricity to Taipower's grid. Private gas-fired plants like this typically use efficient combined-cycle technology and represent private-sector participation in Taiwan's liberalized power generation market.

Haihu Power Plant was built by Chang Sheng Power, a joint venture between Taiwan's Chang Yi Group and Japan's Marubeni Corporation, in Luzhu District, Taoyuan. It was ignited in June 1999, becoming northern Taiwan's first privately run power plant to reach commercial operation and Taiwan's first private plant fueled mainly by natural gas. Its two 450MW combined-cycle units together provide 900MW of capacity.

海湖 (IPP Gas) currently reports a net generation of 875.3 MW across 2 unit(s), against an installed capacity of 900 MW (97.3% utilization).

Independent Power Producers (IPPs) sell electricity to Taipower under long-term power purchase agreements. Their gas units share the same combined-cycle technology as Taipower's own gas plants and offer similarly high dispatch flexibility.

Taiwan opened power generation to private investment in the 1990s, and independent power producers have since supplemented Taipower's own generation fleet. Gas-fired IPPs form one of the larger groups within this sector, together with Taipower's own gas plants making up the bulk of the island's gas-fired generation.
