Plant Overview
Fengde is a gas-fired unit operated by an independent power producer (IPP) that sells wholesale power to Taipower's grid.
Fengde is operated by the private Sunba Power Corporation on land once used as Taiwan Sugar's Napulin Farm in Tainan's Shanshang District. Its first two combined-cycle units, totaling 980MW, began commercial operation in 2004; after years of delayed permitting and construction, a much larger second-phase combined-cycle unit rated around 1,100MW entered service in May 2025, making it the largest single gas combined-cycle unit among Taiwan's independent power producers.
