Zhongneng Wind Farm sits roughly 10km off the Changhua coast, jointly developed by China Steel Corporation and Denmark's Copenhagen Infrastructure Partners. Awarded 300MW of grid capacity in 2018, it comprises 31 Vestas V174-9.5MW turbines and received its electricity operating license in April 2025. It is noted for the highest localization rate among Taiwan's offshore wind farms and was the first project financed entirely by state-owned banks.
