Plant Overview
Formosa 1 (Haiyang Zhunan) Wind Farm is located off the coast of Zhunan, Miaoli County, one of Taiwan's earlier-developed offshore wind projects.
Formosa 1, developed by the Formosa 1 consortium, had its two demonstration turbines licensed in April 2017, among the earliest offshore turbines to enter commercial operation in Taiwan. All 22 turbines, two 4MW and twenty 6MW Siemens Gamesa machines, were fully commissioned by December 2019, with shareholders including Orsted, JERA, Macquarie Green Investment Group and Swancor.
海洋竹南 (Wind) currently reports a net generation of 76.2 MW across 1 unit(s), against an installed capacity of 128 MW (59.5% utilization).
Wind has no fuel cost and zero direct emissions, but output fluctuates heavily with wind speed and is less predictable than thermal generation. Generation is markedly seasonal — the Taiwan Strait's strong northeast monsoon in autumn and winter typically produces much higher output than summer. Onshore turbines cluster along the western coastline, while offshore wind farms concentrate off Changhua and Miaoli.
The Taiwan Strait is internationally regarded as one of the world's best offshore wind resource areas, and government-led offshore wind zonal development since 2018 has driven wind's share of generation steadily upward. Wind and solar are the two pillars of Taiwan's renewable expansion, but their intermittency also increases the grid's need for flexible backup such as storage and gas-fired capacity.
